You would fare very well pretty anywhere in Staten Island where parking is ample.
As For Brooklyn and Queens, it depends on the neighborhood and even boils down to specific areas in a neighborhood. Case in point, where I live- Bensonhurst, Brooklyn....the areas with more large buildings (lots of huge pre-wars) have almost no available on-street parking after 7pm (I spend upto half an hour searching and often end up blocks away from home), while outlying parts of the neighborhood are okay in this regard.
I would honestly do my best to find a place with a driveway or carport.
Also, get a bumper badger...it is very hard to keep your car scratch free here.
-Look for apartments with a parking spot.
-Look for apartments in areas with garages nearby---though some of them might not be twenty-four hours.
-Look for an apartment and try to find a spot to rent from someone who is renting one out.
-Look in areas where parking isn't horrible or areas where it is less dense---nice, big houses spread out = less apartment buildings/people/people using their driveways/garages = more spaces on the street.
