The impact zones aren't the entire precinct, or even entire neighborhoods, smart one. The police try to look for particular hotspots within those zones. (A certain corridor, or a housing project, or a little subsection of a neighborhood). Most of those precincts you listed have decent sections within them where it would be a waste of money to concentrate a ton of police over there, because there's very little crime. I love it when people talk out of their ass.
You think every single block in New Brighton is flooded with police? No, they're likely around the Jersey Street corridor since that's where a good portion of the crime occurs. As far as I know, there's no Impact Zone in Mariners' Harbor, but if there was one, it would be a waste of time to put it in the southern section which sees very little crime.
In any case, here's a map to give you a general idea of what the impact zones are/were: wagner.nyu.edu/files/faculty/publications/impactzoning.doc (Page 25) It's a little dated, so some aren't shown (for instance, Castleton & Broadway was an Impact Zone last summer, but it's not shown)
Those listed precincts are the Impact Commands for those boroughs. The Impact Zones are designated areas within those specific commands!! Times Square is an Impact Zone, Stapleton is an Impact Zone, Flatbush and East Flatbush have several Impact Zones!
And to make things clear for you and everyone else, when I mentioned those neighborhoods, it was to inform the original poster what neighborhoods those precincts cover if he/she was not familiar with them. And i'm not "talking out of my ass".
And one other thing, that map you referenced is not correct and not up to date. The NYPD changes the zones depending upon spikes in their crime statistics. Oh but your a smart person I'm sure you realized that.
I remember back in the 1990s there was a block around my way that was so bad the cops used to close it off at 8 PM. You couldn't even walk on that block after 8 unless you had ID showing you lived there.

For starters, I said "It's a little dated", so yes, I did realize that.
In any case, I stand by my point: Not every single portion of those neighborhoods you mention is part of an Impact Zone (matter of fact, you just admitted it: Flatbush & East Flatbush have several impact zones, which means that the entire neighborhood isn't one big impact zone)
