Depends on your definition of City Line. My classical definition would be South of Atlantic Ave, east and north of the Conduit and west of 75th St. Unless people include 'the Hole' as part of it's boundaries, which would mean City Line south of the Conduit.
I grew up and once lived in the row houses along Forbell St. Good times. The neighborhood in terms of demographics and safety is similar to Cypress Hills, large presence of Latinos, South Asians, Caribbeans. There is a large and growing South Asian presence on City Line. The best looking section in City Line would be in the east, Forbell St and Eldert Lane.
That being said, If you walk along Liberty Ave from Forbell and Eldert Lane going westward, It can appear Shady. Once you cross the Conduit and continue moving along westward on Liberty Ave, you'd be pacing into the stereotypical East New York. Shops and pedestrian traffic dies out.
