How many people live in public housing on the LE Side?

Note that free market apartments in this zip code are in the $2500 (smallest studio) -$5000 per month range, but the media house hold income is just $32,407.

The average household income is $32,407.
28% are College Graduates.
40% are Asian.

28% of residents are below the national poverty line.

You're kidding, right? Have you ever been to the area? There are TONS of projects over there. Baruch houses, Gompers Houses, Vladeck Houses, Lillian Wald houses, etc.

Why are you only looking at public housing? What about rent control and stabilization?

Obviously a high percentage live in public housing but what difference does it make? There are lots of areas of NYC with the same phenomenon.It's not a mystery.

Check out the average household income in Williamsburg,Brooklyn.It's also in the 30's and the "market" rents are even higher.What's the average household income for Manhattan.? what's the average "market " rent in Manhattan?

It's not just public housing throwing you off.There are probably just as many or more people living in rent controlled or rent stabilized apartments.In almost every neighborhood in NYC you will find that only a small percentage of people pay what you call "market " rent.

I know very few people who pay the ridiculous "market " rents because almost everyone I know either owns or has been living in the same place for decades.
