I read something like the OP about 1 yr ago. Republicans had blocked it back then.
I didn't like that the proposed law was so stringent but I guess it's better than no law.
Now it's time that the federal government stopped being so ridiculous and take pot off the schedule I type of drugs.

He signed an Executive Order so he wouldn't have to go through the Senate and the Assembly.
I wonder which hospitals are going to be able to dispense it??
NYS needs to adopt an constitutional amendment and become like other states and ban current office holders from running for election to another.
Every single thing Cuomo does between now and 2015 or so must be viewed with the face he most certainly going to run for the WH in 2016.
This very limited EO puts another notch in Cuomo's "progressive/liberal" belt. He's already pushed gay marriage but that was two years ago and he needs more if he's going go up against Hillary Clinton and the governors of Maryland and Delaware (rumored also to be running).
Mandatory drug tests for all patients in the program. An opiate addiction is hard to kick. Otherwise plenty of chronic pain patients are going to use the same old opiates and boost it with weed.
I predict tougher smoking bans to follow if it does happen.
Honestly though I think NY will be one of the last states to legalize it. Too much red tape here and with the cities' demographics it would be a nightmare.
California is next IMO.
