What could he have been doing? Our buzzer doesn't work, so people have to come down to let guests in. No one came down, and I didn't hear him buzz anyone. Was he just trying his luck to see if the door was open so he could come in and snoop around, maybe steal something from the basement?
If we were all clairvoyant and knew the answer to this, we would all be playing the powerball and winning.
If the buzzer doesn't work, how could he have buzzed the person he was there to visit?
I would go around the back entrance of a building ( if you have one ); and ask if they live in the building or not; or ask "Your waiting for somebody" be observant ( unless your blind ) and then decide. If you do not know who it is; then do not approach the door. IT IS YOUR DOMICILE SO YOU HAVE A RIGHT NOT TO OPEN A DOOR FOR A STRANGER. YOU HAVE YOUR RIGHTS. Somebody was trying to break into my old building one time and the grounds keeper caught them ( because they knows most people in the building ) He refused to give any information at all almost caught into an conflict.
In a bigger upscale building they have sign in sheets. With door men. That is why living in an house is capital.

You walk out, blocking the door slightly with your body, and you say politely, "I'm sorry, but you have to be buzzed in."
