I can't speak for the commute but LIC is becoming a fun place to live. The waters edge is getting built up with high end restaurants and residential buildings that are pet friendly and include gyms and rooftop areas. There is a new park (human and dog kind) and a ferry stop. This is specific to the waters edge but nice places can be found a few blocks east. I'm guessing rent will be rising in the next few years.

By train I guess not so bad given the distance. 10 minutes via the 7 to Grand Central and then 45 minutes on MetroNorth to White Plains. By car, much less predictable but probably not great. The Triboro Bridge frequently has terrible traffic, as do the highways in the Bronx.
