Someone making 1200-1400 a month should not be looking for an apt for anywhere near 1100... that's probably why she has such bad credit, taking on way more than she can afford, trying to live beyond her means.
You can only help someone who wants to be helped, you told her about NYCHA and she didnt follow through... right now her best bet is renting a room or staying with family until she builds up her credit and maybe gets a better job and in the meantime be on the NYCHA waiting list.
@bluedog2 - There are plenty of people who live off $1,400.00 a month. As we speak now, people in NYC are doing it. They find a way to make ends meet.
Next time you are in Duane Reade, you should ask the cashier how he lives off $1,400.00 a month or the cashier at Starbucks ecsuse that's how much they take home every month after taxes.
I just saw his state of the city address. He gonna make affordable housing for Seniors, and artists. I dont know how he is going to do. He also says, he wants more regulation from Albany.
He did not say anything about AirBnb, so I guess that is one option for you.

I am sure but I can guarantee you they don't have a kid and aren't paying $1,100 rent.
Perhaps you would like to outline a budget for a person with a kid and with that income and a rent of $1,100.And don't forget that in this posters case the $1,400(tops)/mo is gross, not net.OP stated the income as Between $1,280 and $1,400,gross.
In addition to the some of the suggestions above, she should apply for low income housing lotteries. That's a long term solution though--so I'd also say she should pay social services a visit to see what programs might help her now. The city is pretty desperate to keep people out of shelters.
Even if she applied for a housing lottery, there's a wait time, and it's not a gurantee that she'll get selected. Plus, she'll need good credit if she gets selected. She needs to find a nice basement to rent directly from the owner and pay around $700.00.
I love DeBlasio because he made it possible for me to live in high end luxury and not pay 3K for a 1 bedroom. I can't knock him because he's truly helped that ignored category of NYC know as "middle income".
