definitely hardwood...
carpet is kind of gross unless it's brand new. i personally would get rid of it before moving in. wood floors are def a plus. it would be a good investment and add to the value of your home.

I don't know a single person in NYC with carpet and if you are in a co-op or rental, most require rugs on at least 80% of the floor so noise isn't that much of an issue if the rules are enforced.

Wood floors can last hundreds of years, carpet has to be constantly replaced.

I think you are right. I guess one issue is to find a good pro among so many options out there.

Wood floor refinishing has been discussed and covered several times on Apartment Therapy - which is NYC based, so you could do a search on there to see if you can find someone good.

My mom has Parkinsons and is always falling. I am concerned with her safety in falling. I am interested in the safely of the hardwood. Is there anything the cushions the floor like pad under carpet?

IMO hardwood floors even when they are beat and have seen better days are always better than carpeting. You can always maintain a decent looking hardwood floor without breaking the bank.
