definitely hardwood...
carpet is kind of gross unless it's brand new. i personally would get rid of it before moving in. wood floors are def a plus. it would be a good investment and add to the value of your home.
I don't know a single person in NYC with carpet and if you are in a co-op or rental, most require rugs on at least 80% of the floor so noise isn't that much of an issue if the rules are enforced.
Wood floors can last hundreds of years, carpet has to be constantly replaced.
often with original floors and hiring out, the pros can take wood planks from inside the closets, etc. to replace the really bad ones. the pros can tell you what type of wood it is, its availability, and your options (buffing or refinishing, etc.), use of 'green' products, etc., etc. if you can afford the pros, i would suggest going with them. you can see/tell the difference between a dyi and a pro. of course, your return will be based upon other selling factors (location, location, location, etc.).

My mom has Parkinsons and is always falling. I am concerned with her safety in falling. I am interested in the safely of the hardwood. Is there anything the cushions the floor like pad under carpet?
IMO hardwood floors even when they are beat and have seen better days are always better than carpeting. You can always maintain a decent looking hardwood floor without breaking the bank.
