Yes,because if a major quality of life issue persists in a building for over a decade it indicates a serious deeply rooted management issue that is unlikely to ever be resolved. If you find yourself living in a building that has serious, deeply rooted management and quality of life issues that persist for years and years, the only rational response is move.
It is irrational to live with an issue like this for
15 f ing years . Time to move on is long past…. at least a decade ago. With me it would have been 14.5 years ago.
