What's the deal with the "Authorized Vehicles Only; Consul - C; Diplomat - A&D; License Plates; D/S Decals Only" street parking signs (photo attached).

The E 40s around the UN headquarters are littered with these stupid signs. Their purpose seems clear enough, but I checked many cars parked under these signs this past Sunday and most did not have any obvious diplomat plates. Can I safely ignore them on Sundays?

Yes you have to follow the signage. This is not Alternate Side Parking, that is occasionally suspended. Therefore this sign is in effect at ALL TIMES.
