I KNEW they were going to delay Phase 1 to cater to Harlem. Dammit! I guess expecting the MTA to learn the proper order of One Two Three Four might be asking for too much.

Where does it state that Phase 1 is being delayed to cater to Harlem? Phase 1 has already been delayed several times, if there is further delay, it certainly won't be because of Harlem. There are plenty of other things that can go wrong. As seen with the 7 extension, the MTA for some reason is incapable of installing escalators, elevators and fire alarms properly. Harlem politicians are right to complain that work won't be starting as soon as Phase 1 finishes. If anything, they should have complained sooner. On the other hand, the wealthy east side has done NOTHING but complain and OBSTRUCT the MTA at every step of construction. I imagine that if the wealthy residents of the UES and their politicians had gotten together to force a better design and constructions method, PHase 1 would have been done already. Instead they waisted time and money complaining about entrances and whatnot and delayed the whole project further for everyone, including Harlem.

That is my hope too, but now the hope is diminished.
Except what is being requested is not for work on Phase 2 to begin right now. When the MTA's capital budget was reduced for the next 5 years, one of the things the MTA cut off was starting work on Phase 2 after Phase 1 was finished. In other words, construction for Phase 2 was set to begin in 2017, pending that Phase 1 was completed in 2016. But that work was cut out of the 2016-2020 Capital budget, meaning work on Phase 2 wouldn't start until 2021 at the earliest, a good 4/5 years after Phase 1 is in service. That is what Harlem is complaining about. Please read first.
Yorkville needs the Second Avenue Subway SOOO bad. Ride the 4,5,or 6 lines and you will see what I mean.
On Northbound trains the #6 virtually EMPTIES by 96th Street. The need for Harlem to get another line is NOT that great.
So every effort must be made to get Phase 1 done. Nothing must slow that down, not a single penny or a single worker diverted.
