The city is also a corrupt institution, therefore they are glad to allow developers to build....it's the unscrupulous home owners that break the law by exploiting the system and rent out illegal apartments/SRO's.............they don't care how their actions diminish the quality of life for the neighbors who have been living there for years, paying their taxes, manicuring their lawn etc....they just want the ole mighty '"Dalla"
