I'm not quite sure I get the OP. She never mentions if she's ever actually even been here. She just says she has heard New Yorkers are rude, gives an example about her husband's outlook and behavior and then she says she "refuses" to ever live here.
New Yorkers, esp. native New Yorkers, are dead inside and lack humanity. That's why they litter everywhere and live in their own filth. Something off about them. They're not rude. They lack the will to be rude. They're empty husks, as rotten as the city itself.

Thanks for all your replies- you're right about people not having time to get into there business. There are so many busy bodies down here, it's unreal!
My partner's extended family came to visit us when we lived in NYC and we had 5 days of, "I don't know how anyone could live here, it's so (dirty/noisy/expensive/full of rude people etc.)" I would never have wanted to live in their boring flyover suburb, but I was never rude enough to actually say that to them, much less say it repeatedly.
NYC is general is a very frustrating place to live in, so naturally a lot of people here are rude, nasty, and unsympathetic. It's one of my concerns if I leave, since I'll probably be considered a nasty person anywhere else in the country.
It's not true at all, I'm not sure where that stereotype comes from
