What they need to do is take some punitive steps to get the excess automobile traffic out of Manhattan if they want to ever get that mess under control. They should toll all the east river crossings and to cross into Midtown from the UES/UWS around 59th or 60th. People will howl in agony when they realize they'll have to pay $5.54 to take up space and help clog the streets with their piece of junk car, but enough is enough.

I think that anyone who doesn't live in Manhattan should pay a small toll of about $5 to enter Manhattan. That'll solve all traffic problems and revive the economy in ways we've never seen before!

I'm pretty sure they will pass this soon enough. Now that they will be using the license plate reading technology at the local ny bridges and tunnels.. it only makes sense that they will pass that on to the Bk, Manhattan and queens Boro bridge.

MTA brings Select Bus Service to congested 23rd Street

The city’s 12th SBS line will hopefully alleviate bus bunching on the crowded thoroughfare
BY SELINA CHEAH NOV 7, 2016, 5:30PM EST

Going crosstown can be a nightmare, and often it’s faster to abandon public transportation altogether in favor of walking. But today, the DOT and Mayor Bill de Blasio launched Select Bus Service (SBS) along the notoriously slow 23rd Street corridor in Manhattan, with the goal of hopefully speeding up crosstown commutes.

The M23 serves as a key connector between multiple other subway and bus routes but has historically been bogged down by long wait times and large ridership—it currently serves 13,000 commuters daily. The newly added SBS route, which goes from Chelsea Piers to Turtle Bay with restricted turns, will, in theory, ease that congestion while improving traffic flow.

Oh no, you've gotta pay the toll even if you live in Manhattan above 59th St. You've gotta pay the toll even if you live below 59th St. and want to leave and come back. No freebies for rich people just because they can afford to live in the city and keep a car.

When I was in New Jersey, I took the PATH to 23rd and Sixth Avenue to get to the NYU Dental College (big mistake) at 24th and First Ave.
I often timed my walk with a particular M23 bus and I almost always beat the bus in the the 3/4 mile race. Once I jumped off the bus at Third Avenue or I'd have missed my appointment.
I walk briskly, but hardly race walking.

Making this bus a SELECT bus will not matter much.
