NYC can get by with far fewer employees who would just have to work harder and more efficiently to pick up the slack.
The entire private sector has moved to this model. One day the public sector will have to follow through.
Don't like it? Tough. The Skillset most of those people have just won't command a living wage for NYC. We're in an employers market and I don't see that changing anytime soon.
Taxpayers are ultimately the bosses of many of those professions.
