The law, signed into effect by Gov. Andrew Cuomo on Monday, will require shops to ensure windows on vehicles that come in for inspections block no more than 30 percent of light that comes through.

Not sure why that is. They've had roadside checkpoints in Brooklyn over the years with a handheld meter, it takes literally seconds per car. Still causes annoying backups though.
I always wondered how much harder it makes for the driver to see out, especially at night. Tints annoy me, but maybe I'd change my mind if I ever got one.

People who tint their windows to the point that this law is needed don't do it to reduce glare. They don't want people looking in and that includes the police.

I have tinted windows so the car doesn't get hot and it also deters theft.

They've been trying to do this for close to ten years now. Google Russel Timoshenko, dead cops, that is why NY has restrictive tint laws. They offer a medical exemption if you need tint for a medical reason. Plan to get pulled over a lot in Brooklyn or Long Island though, they're pretty serious about tint in both those places.
