There are bee line busses that go from White Plains to various North Bronx neighborhoods and some metro north trains from White Plains stop in Woodlawn and Williamsbridge but I have no idea what the schedule ( for busses or trains)might be like in a city bound direction at 11 pm or later. Probably pretty infrequent. All city bound White Plains trains stop at Fordham so the service to there might be best but I don't know exactly where you are going so that might mean further bus or subway trips from Fordham to wherever you are going.
Where exactly in The NE Bronx do you have to get to?
Metro North to Woodlawn, then the 16 bus into Eastchester and anywhere along the Mt. Vernon border. Or the 31 bus will take you south and east along Eastchester Ave as far as Westchester Square. Otherwise, you're hoofin' it.
Alternatively, you can get off Metro North at Williamsbridge and take the 30 which goes to Co-op City.

The 11:09 train (They run only hourly after 9pm) leaves White Plains and gets to Woodlawn at 11:32. That's SOL right there. If he could leave WP an hour earlier he'd be in.
Again, it would be helpful if OP could describe the general area of their destination.

The last Bx16 leaves Norwood at 11:30pm on a weekday and gets to the Woodlawn station about 11:40pm or so, so that actually works out perfectly, assuming everything is running on time.
The last Bx30 leaves Norwood at 12:10am and gets to the Williamsbridge station at about 12:15am, and the Bx28 runs 24/7. The Bx31 runs until about 1:25am. And then you have the Bx28 which runs all night.
So yeah, there's options to get back to the general Northeast Bronx area around that hour.
You could also take the Westchester County bus that runs on Boston Road. It goes from Fordham Rd. all tbe way up to New Rochelle, Portchester, White Plains. The 60/61 bus.

Nah, the last bus from White Plains that actually goes to The Bronx leaves at 9:10pm
There's a #40 that leaves White Plains at 10:47pm and goes to Wakefield but that's it as far as Bee Line buses towards the NE Bronx. The #20 runs later, but that goes to Bedford Park.
