Why don't this guy fix the god damn public transportation system, like the subways? If the subways are more reliable, maybe more people will drive less, use fewer services like yellow taxi, uber, lift, and etc which flood our streets. if there is less demand for those services, it will definitely ease congestion. Pretty sure about 80% of vehicles in NYC are Taxi other ride-sharing services. Stop making more of these ridiculous laws.
Thing is the most obvious solution is one BdeB won't go for; congestion pricing for at least Manhattan, and or tolls on East River Crossings.
The guy just doesn't get it; long as you continue to allow unlimited traffic into parts of NYC it has to go somewhere. Peeps need to park, stand, make deliveries, and so forth.
As for *more* traffic enforcement agents; please, let's not go there.
Everywhere those officers are traffic is backed up for blocks in all directions.

As a politician why would he attempt to upset enough people to rally on election day to vote him out? Also wouldn't he need a republican state majority to approve?

The mayorship and city council unfortunately have very limited control of the MTA.
I agree fixing the subway and expanding rail transit in the city and suburbs is the ideal move. That signal system needs some serious updating.
Also, a more stringent testing standard for ride-share drivers would be good.
He’s already stated publicly he ain’t interested in anything Move NY has to say about a solution to the traffic problem, stating it to be a regressive tax on poor people. (Apparently driving is a right and not a privilege now no matter your economic situation.). He’d rather take it out on businesses than rattle the “gimme free stuff” crowd that will win him re-election.

I doubt that. A good portion of vehicles are people driving solo. I carpool in the AM and i see all types of cars with a solo driver. Also, as the population increases there will be more demand for taxis, uber/lyft, etc. Taking a train during rush hour is brutal which is why i carpool in the AM.
