I see them also regularly. Since they are within thier rights best defence is ignoring them or a pair of headphones with your favorite tunes. They love a loud public debate because it gives them an audience as people stop and often join in. Too much judgement, hate and divisions are among the human race as it is.

They're a hate group. But freedom of speech means allowing people to say things that you don't agree with, or even that which makes you angry. That's the nature of freedom of speech.
Ignore them as best you can. And rational countering will get you nowhere - they have a religious ideology and those are not open to rational debate.
Are they Nation of Islam or Hebrew Israelites? While the NOI is a racist organization, their members tend to not be aggressive in public. The Hebrew Israelites, on the other hand, are another story.
