English proficiency is a large part of it I think.

As for other English proficient immigrant groups West Indians seem to gravitate more towards MTA jobs, which are higher paying.

I actually saw a white lady the other day and it stood out to me because I don't think I've ever seen one around my area.

Even by NYC civil service job standards, there are far better ways to make a living.

Yep, Social Security.

Do they get health insurance to cover themselves and their family? That and the pension can go a long way towards making it worthwhile for married couples where one person goes for the higher pay and the other goes for the stability, pension, and health insurance despite the lower pay. Medical costs in this country can be a real assbiter when things go wrong.

They hire these guys like AT&T tech lines. They don't speak, they just hand out tickets.

Low level and certain other civil servant jobs are and always have been filled with immigrants of various sorts. Before everyone and their mother wanted into the NYPD it was mainly the Irish (both native born and recent arrivals).

Meter maids/parking enforcement never was a high paying or remotely glamorous gig. When city rolled them into NYPD it may have bumped up the status a little; lord knows those East Indian PEAs love to walk around swaggering with their radios and whatever hanging off their hips like they were beat cops or something.

Pay for traffic agents *stinks* (barely $35k per), but there are bennies including pension. Most of us wouldn't get out of bed to pi$$ for that kind of money. But when you are a recent immigrant to this country with few other skills or whatever, you take what you can get. https://www.glassdoor.com/Salary/New..._D_KO27,40.htm

Again, everything you need to know is in this NYT piece: https://www.nytimes.com/2013/11/29/n...k-traffic.html

Did you know 63% of New Yorkers lack advanced literacy skills?

Approximately 20% of the New York City population can not meet
one ore more of the following criteria....in bold type......Sad...

Apply for the job.
Have a high school diploma.
Have no criminal background.
Speak English.
Score High.
Get hired.

The above list is a basic skill set required for most employment.
Many Indian and Bangelishian have a better grasp of the
English Language than your average New Yorker.
Segregated employment will be the norm and job diversification will become
extinct in this city until everybody does their part to hammer out an education.

Cause they are smart enough to know a good thing when they see it.

Decent pay, work out doors, get a pension, park where they want.

The regular us born person is not interested and shiftless. These jobs are not only dominated by Asian Pacific, but AA women as well.
