The answers are in his lease.

1. Is it a rent-stabilized lease?

2. If it is a RS lease, he is legally permitted to have a roommate.

3. Does the lease say anything about recertification requirements? Has he so far been going through a recertification process annually?

4. If there is nothing in the lease about recertification, then your income will not cause the rent to rise.

5. What does his lease say about adding another occupant? Follow those instructions.

My friend was in a similar situation and his building was cool about it but they ended up moving out when they had a baby
