It is needed. They are loosing revenue due to terminal 7s limited capacity. Arriving and having to wait over one hr to get a gate. I know airlines left that terminal and airport all together due to their experiences at terminal 7.
The design of JFK with its jumble of multiple terminals has always been a mistake. This might go a long way to fix that.
But it doesn't deal with airside issues. It need's more parallel runways, and it might pay to realign some of its existing runways. This would include some landfilling of adjacent parts of Jamaica Bay.

Yes, this plan is about terminal redevelopment, not airport redevelopment.

Hahaha, so true. They will probably do like the LaGuardia CTB and require the terminals to participate in the Taste New York program so that pickles made in New York can be purchased for $10 a jar and soda made in New York for $3 a bottle.
I stop at one of those places on I-81 in my regular travels right after crossing into NY from PA. I mostly stop there because they have a restroom, but sometimes I get food, too. Good stuff, but man, the prices are jacked up because it's all made in New York.
If they want to move more planes, they need more, and better configured, runways. They also need a better ATC system, but that's not up to the NYS or the PA.

Dubai Mexico City and Beijing are using x shaped terminals. X shaped designed seems to be the best use for the 21st century. Not for nothing both jfk and lga should be redesigned in x shaped fashion.
They are also starting from scratch, not rebuilding an existing, working, very space constrained airport. That fact may make doing that not viable.
