No. They could fill in the old seaplane basin, and add some landfill on either end of the existing landfill it's built on. Get rid of the existing terminals, get rid of the 4-22 runway (the one that ends at the Grand Central Parkway. Build another parallel runway on 13-31 orientation. This gets rid of the intersection so that both runways can run independently. Build the new terminal in the land freed up at the 22 end of the old 4-22 and on the land created in the seaplane basin.
The Rikers Island bridge would need to be replaced. It could either be a tunnel sunk into the new landfill, or they could build a new bridge from the Bronx, next to where the prison barge is moored.
They could then build spur off the N line along/over the GCP into the new terminal, giving it direct subway access.
If they need a crosswind runway, there are a few options for something built on a platform over Flushing bay.
Also, getting rid of 4-22 untangles LGA from JFK. The runway 4 approaches at LGA can conflict with approaches to the runways 13-31 traffic at JFK.
I'll take your word for it, but it sounds like a lot of money that isn't there and a lot of time for the environmental impact study that would be needed.
Any large airport project is big money. But at some point, work like this needs to be done. Just slapping a new terminal on the outdated airside isn't enough.

I agree, but you aren't going to get private developers to invest in the airport the way they did in the CTB. There's no money to be made.
No, it would be some combination of federal money and bond sales.
