With 17,500 volunteers, each working 3 hours a month, why do they need a paid staff of 75?

Imagine an Amazon warehouse where all the full time roles were eliminated and the PT 4 hour shift workers were expected to manage scheduling, payroll, logistics, etc.

My wife is a volunteer there and she always tells me it’s a zoo in there every time she goes in to shop but they make they make plenty of money in there to give the employees what they want.
