Seems like a bit of knee jerk reaction for what has been an isolated incident. The Venice project, Thames River and the Netherlands were all initiated for what are regular and frequent occurrences. Openings and channels through the lagoons barrier islands for shipping channels combined with a sinking of the land over the centuries causes severe flooding in the city almost every year. The Thames Barrier is doing the same thing for London preventing excessive high tides/storms from pushing the river level up flooding parts of the city. Holland is like NOLA living below sea level and using the dikes to keep the North Sea Out.
Well, the most realistic ideas have already been implemented, the battery & midtown tunnels already have had massive 44,000 lb steel swing gates forged and installed with the ability to be closed and sealed within 10 minutes notice

I agree with gates for tunnels too. But I get the Willies when I see some of the Battery area subway entrances just a few feet above sea level. God help NYC if the Holland and Lincoln Tunnels fill with seawater.
But as for damming up a river...bad idea.
An aside: Someone is going to rue the day they allowed all those fancy glass condominium towers abutting the Hudson River.
