It's a vicious cycle. Parents that have no business having kids having them by the boatloads not raising and they are set loose on society.

There should make a law that makes the adult also responsible for the crimes of their children especially if they are heinous crime. The child should go to prison and the parents as well. You will see a decrease in the offspring of these individuals.
