BdeB and nearly entire city council are term limited out in two years. Sam the Eagle and city have suffered numerous judicial setbacks to their various rezoning and other projects over past several weeks. Don't think either or both have much fight left in them atm.
That being said nothing ever really gets done in this city until something lights a fire under state or local government's behinds. Clock will probably run out in terms of something major happening to BQE (like major parts simply falling off), and or it becomes increasingly unsafe to use before all parties involved will see sense.
First and foremost long as DT is in office and keeps messing with NYC anyway he can getting federal infrastructure funds aren't a sure bet. City and state certainly cannot afford to redo BQE on their own; well it could happen but where would they get the money?
