How is this even constitutional from a property rights perspective?

City should pay the LL and then collect the money in April 2021 from the tenants.

Likely not constitutional. The day the supreme court takes up the case and doesn't kick the can down the road, ugly scene.

It's not that much different than now. You get something like six months if you are behind on rent before getting evicted. From the City's perspective, we are facing a homeless crisis. It is easier and less costly for the City to keep people in the residences.

It, in the end, should make no different to the tenants.

It protects the Landlord from being held at a financial loss because of a law that restricts his private property rights.
