My bro in law lost his job due to covid19. He doesn't know English so I helped him file for unemployment insurance online.
He accidentally gave me the wrong ABA number for direct deposit (correct bank but wrong region). He gave me the NY Division's ABA, but his account is actually in the bank's North American branch.
The payment has two components, one is the $600 from the federal government, the other is his regular unemployment insurance payment from the state of NY.
It's been 1 month, and according to his account with the Labor Dept, they know the payment bounced for the regular payment, so they indicate on the Past Payment section that they will issue him a debit card with the money.
However, the $600 part is still missing. No sign of it anywhere. In his Labor Dept account it still said payment released to Direct Deposit.
I cannot get through to anyone on the phone. Does anyone know of a number that you could possibly reach a live person? Or does anyone know what number to press at the Labor Dept's automated system to reach a live person?
Ill never understand how one who cannot speak any English qualifies for benefits...

Plenty of people mange to get here legally whose English speaking, and or comprehension skills aren't good. Hence all those city, state and even federal services that are mandated by law to be printed or otherwise given in a host of languages besides English.
You're going to sit there and tell me that even back in our grandparents or great-grandparents every single person from the old country (non English speaking Europe) landed here and spoke/understood English perfectly?
English requirements do not kick in until someone applies for citizenship, and even then the bar is pretty low.

It may prove difficult to reach a live person atm because state has pulled much of DOL staff to deal with new claims.
DOL tells you explicitly and expressly how to sign up for direct deposit and what information you must give. It isn't their fault that your "bro" gave you and by extension them incorrect information.
All you can do now is supply correct information and wait for things to move through system. One payment is sourced by NYS funds, other federal (PUA), which may play into how long it takes for DOL to reimburse/sent out a new payment of the "missing" $600.
They don't know from Adam what your saying is true (payment not received) and will likely wait for funds to be returned by bank as "unknown" or "missing" account. This and or if funds don't aren't returned then some sort of investigation must be done to find out where that money went.
You can try calling DOL unemployment office and getting over to a claims specialist for new filers to see if that person can and or is willing to help. They may not be able to do so and transfer you to someone who can, or just tell you to contact "X" and supply telephone number, link or email address.

This alleged claim you helped your bro with – you did it online (right?) if so, you had to create an account.
For a live person --- Don’t bother calling the 2 main #’s….…..you’ll get nowhere to get a REP on the phone.

They have a new feature—a “Call back feature” (for incomplete/inaccurate applications).

It’s your only hope – you need to utilize that call-back feature DO IT EITHER

You go through all those steps above ....it finally gets to a point where you enter your ss and pin ...it tells you you need to speak to a rep to complete ...IT THEN TELLS YOU ALL REPS ARE BUSY ...you get three beeps and it hangs up ......they got to be kidding ....... why is there no mention by Cuomo about this atrocity.... no one can call them

And for the first replier who had a problem with someone not speaking english getting unemployment insurance, he's here via legal immigration, and he pays taxes. He just came here as an adult and he's got a family to raise so he has no time to learn English.
