Thinking about venturing over to this island when I visit in August. I've done so much in my visits to NYC that I'm looking for something else to do that could occupy an hour or two of my time.
I see there is a historic small pox hospital there that is probably cool to check out.
I would plan to ride my bike over the Queensboro Bridge (this would be a first for me-I've done Williamsburg & Brooklyn). Then ride over to Roosevelt Island. It looks like about a 4 mile loop which is perfect.
Roosevelt Island is one my of favorite places to visit when the weather is nice.
Definitely check out Lighthouse Park at the northern tip of the island and Four Freedoms Park at the southern tip. In between the two parks there are plenty of places to have a seat and enjoy quiet views of the East River and Manhattan.
In the middle of the island there's a new bar and grill, a pizzeria, and a Starbucks, along with a few delis and small Asian restaurants.
Once you're ready to leave, you can always take the famed Roosevelt Island tram back to Manhattan, which will leave you right at the end of the Queensboro Bridge where you started.
If you want to extend your trip a bit, you can take the ferry one stop to LIC and bike around Gantry Plaza State Park before taking the bridge back to Manhattan again.

Saturdays also have a small, but nice farmer's market if that's of interest to you. Zhongzhong Noodles is also pretty good if you want something spicy or if you want a refreshing dessert. It also has maybe one of the oddest distributions of a local mini-chain I've ever heard of with just two locations: one in Roosevelt Island and another one in Belmont, the Bronx.

The Four Freedoms Park at the tip is where the former smallpox hospital remnants are located. The park closes at 5 PM (and according to the website is also closed on Tuesdays).
