What were their welfare systems like? As much as people **** on the USs safety net programs, NYC is one of the largest welfare states (per Capita) in the entire world. The problem in the US isn't the size of welfare programs but the labor participation rate.
That's the problem. If you allow working age people to vote to expropriate money from others (so that they don't have to work) into their own pockets, they'll do that.
Some had comprehensive welfare programs, think Europe, others had nothing, think Africa.

What you believe is "comprehensive welfare" in Europe (even in th Scandinavian nations) pales in comparison to NYCs welfare state.
Go take a look at labor participation rates across European nations with "comprehensive" welfare. They don't have nearly as many people on welfare as many in the US believe.

In the UK, there are many families that have the third or fourth generation on welfare, none of them ever having worked. They get free housing, food subsidies, transportation subsidies, and free money. Some of these families are raking in $60,000 a year in cash. That's pretty comprehensive.

The UK has a welfare problem as well. How we, NYC still beats it.
UK per Capita welfare spending is about $4200 on EVERYTHING. NYC spends almost that on Medicaid ALONE per Capita.
I don't think you (and most people) comprehend just how large NYCs welfare state is with city, state, and federal tax dollars.

The UK has the National Health Service, so the central government pays the health costs. Since that applies to everyone, it's not included in welfare costs.
Medicaid is expensive everywhere. A Medicare for all type system would make the per capita cost lower and have other benefits as well.

Irrelevant that the UK has a national health service. The money's being spent. Whether it's the government running healthcare or the private sector. Like I said before, many believe that the US doesn't have a large welfare state but they're wrong. They don't understand how welfare dollars are spent in the US.
The argument that we don't have an extensive welfare state in the US, especially in large Democrat run cities, is completely untrue.
We spend more per capita on welfare then any other OECD country. We just don't classify welfare as welfare.
The US as a whole spends OFFICIALLY about 50% of the federal budget on welfare/entitlements. There's plenty more that doesn't get classified as such but is, for all intents and purposes, welfare. That's not counting state and city budgets.
Latinos tend to be more conservative on social issues especially coming from Latin America I know Puerto Ricans who very liberal on certain issues but conservative on other issues my late mom was like that!
