Positive according to whom?

If I had to guess, an example of a "positive" post (and to your liking) would be to the effect of, " Here's how to get FREE...in NYC. Follow these easy steps" or " Yesterday there were 2 murders. Today, there's 1. We're headed on the right direction!"

Substance is subjective. Notwithstanding, did I miss the forum rules which mandate "posters only allowed who bring forth substance"?

Then the question must follow. Substance according to whom? Who decides what is substantive and what is not?

Is it solely you? Do we have a committee? Is it a reddit type like/dislike feature? Twitter likes/retweets?

What's your framework for determining substance?
