As my previous post highlighted, the system was originally extremely selective. At some point, that changed and we have what we have now.

The late, great entitlement mentality of NYC. Not surprising and I don't blame people really. The money comes from the beneficent NYC government and it's politicians. They are so productive and hard working that they create wealth of untold proportions to lavish on their patrons.

It matters who pays to those who aren't net negative money pits for NYC taxpayers.

City and NYCHA were sued years ago by usual suspects who claimed placement system was discriminatory.

Outcome of this was formerly great places like Todt Hill, Berry, and South Beach were busted. Piling things on (cannot remember under which mayor) city began giving homeless and some others first dibs on any vacant NYCHA apartment. Results are seen today in projects that were once nice stable bastions of working and middle class become down right hoods.

Because those project went straight down the toilet, and took surrounding area or at least across street with them.
