Actually Staten Island has one of the best district attorneys! But as you say the Island is a place where people largely own their homes, thus have deeper vested interest in keeping things nice.
As I said in another post S.I. DA Mike McMahon is an excellent tough DA but he's limited to what he can do because of bail reform.
SF is on a coldish side all year round, and the temps are generally in the 50s, with the only exception being September when there are spikes of high temps in some years. Winter temps in SF are in high 40s, which is certainly better than 25, but they are not 65. They are frequently under 65 even in June-Aug.
Regarding their DA who is along the lines of Bragg, San Franciscans have successfully petitioned for a recall vote, and they'll vote in June whether to keep the guy or replace him. San Francisco is 35% Asian, do you really think those people were going to sit passively while being constantly attacked with minimal or no consequences for the attacker?
Further incentive for NYPD to not go out of their way to arrest perps. Why risk your life and family if the DA will reduce or dismiss the charges?

When somebody pulls out a gun and demands money or else, there is no genuine risk to anyone? How come there are widespread anti-gun laws then in the US, according to which even owning a gun for the purpose of hunting ducks is a lethal risk, let alone showing a gun during robbery?
Also, Bragg stated he would not prosecute "crimes of poverty". I'd be interested in learning what those are (I was poor for quite a while when I was young, but I never realized that it entitled me to committing any special category of permitted crimes. Seriously, what are those? )
