You can’t blame the real estate industry though. NYC has weaponized zoning regulations to the point that in order to get anything done in real estate in this city, one must go through the politicians because elected officials in NYC hold a lot of sway, setting up lots of opportunities for corruption.
NYC zoning regulations are extremely complex and full of bureaucracy, with layers upon layers of rules and requirements tailored by various groups over the years according to their own interests and ideas. The solution is to deregulate it all and make it more open but that would never happen.
