On February 5, 1856, Judge Ira Harris of the New York State Supreme Court issued his decision "in the matter of the application of The Mayor, of the City of New York, relative to the opening and laying out of a Public Place between Fifty-ninth and One-Hundred and Sixth streets and the Fifth and Eighth avenues, in the city of New York." With this, the city was legally entitled to take the 759 acres of land (about 7500 lots) for Central Park. Judge Harris' decision can be read here:

Have you ever tried to sell something in the Diamond District? These guys think that by hugely upping their offer, it makes them look like nice, generous guys - they don't seem to realize that it just illustrates the extent of their original rip-off offer.
