I know that places that have had economic depression, like East St. Louis, Detroit, or even Monticello, NY, have resorted to opening casinos to entice visitors and produce commerce.
Given what NYC theoretically has to offer, this is a strange project with an even stranger motive.
Casino around Ny usually attracts the worst and the most desperate folk.
We have enough degenerates around here. No need to attract more.
Send them to Vegas or NJ.
Most of the patrons will be locals, not tourists or out-of-towners. The good part of this is that it will keep the money in the city that otherwise would go to NJ (Atlantic City), CT, PA, or LV.
