Blame your politicians and certain corporate interests. Illegals wouldn't be here if the powers that be didn't want them here. The illegals themselves actually carry very little fault here. They're just pawns in a bigger game.

A valid argument against this is that government shouldn't be messing with wages in the first place. Especially with targeting wages in specific sectors.

This would only make sense if the objective is to force employers to pay a wage where the employees are no longer eligible for the various welfare benefits. However, knowing the politicians in this city, this is most likely not the case.
That's actually not true at all, particularly in the white collar world that I work in. Now if you are surrounded by people that are in the positions they are in because of connections, then I can see why you would think that. There will always be some exceptions to that rule, but that is generally how the real world works. I know as someone who has hired people for years. They are paid/compensated based on their skill set and what they bring to the table.

Companies are around to make a profit.

Not connections, just a booming industry with very large gross margins. Incompetents and do-nothings are in every organization. It's just a matter of what ratio down at the company level.
If you don't see the fools around you (regardless of how much one makes), then you just may be ...

Making a profit doesn't preclude a company from making poor hiring decisions or being forced into them depending on the labor market.

As I said earlier, there are always exceptions.
