Both JFK and LGA are/were terminal projects, not airport projects. And what on earth does the Mayor have to do with it?
Terminal projects are lipstick on a pig unless something is done with runways and airside infrastructure. JFK has one of the most inefficient airfield arrangements imaginable for an airport of its size. LHR despite being half the land area has higher aircraft operations per hour.

I am not disagreeing with you. I am merely pointing out that terminals and runways/infrastructure are entirely different things with decisions as to what is done with them made by different entities for different reasons. It doesn't make sense to say, Oh well, since we can't reconfigure the airside at this time, we might as well let the terminals decay and fall into disrepair.
The business who are the main tenants at JFK; i.e., the airlines, still need to conduct their business.
The two can't be completely detached. JFK is land limited, so airside changes could very well effect terminal design. And no one would design a terminal complex for a new airport anything like the way JFK is designed.
In any case terminals 4, 5, 8 are relatively new anyway. And as I said before, an airside redesign could free up a lot of space to expand the footprint for the new terminal 1.
