The area where I work has limited parking spots (no parking garage close by) and spots that are available are blocked by cones. And I'm not talking about a few but rather an entire block where most of the spots have cones. I have moved the cones and parked my car more often than not. I also make sure to take 360 pictures of my car in case I find scratches/dents.
I have been debating whether it's worth making a complaint through 311 because that just ridiculous especially with the colder months when snow makes parking even more impossible.
Have any of you guys dealt with this issue on a constant basis? and if so, did you use 311?

Staten Island, Manhattan, Brooklyn, Queens... it happens all over. Cones, trash cans, shopping carts, anything handy is used to block off spots.
