True, true. Largely because you've got a bunch of eejits from Middle East, Africa, Asia with bit of South America who have never driven a motor vehicle in their lives. That and or what passes for road safety and laws in their native country is vastly different than NY or much of USA for that matter.
They get here, learn to drive (and I use that term very loosely), get their drivers and hack license all in one go, then are let lose on city streets.
It doesn't help matters either many don't know where the eff they are and or are going. Just stare blindly down at WAZE or whatever device screen for directions. This leads to all sorts of fun up to but not limited to; driving wrong way on one way roads, in wrong lane to make a turn (local roads and highways), making U-Turns where and when ever it suits and other reckless driving.
Good amount of time when you hear about some poor soul killed in a hit and run nowadays it's these eejit share or whatever drivers. They cannot afford risking hit to their insurance from an accident or liability claim and certainly cannot afford being out of work due to license being suspended or taken away.
