That number is just for openers; MTA never in it's history has bought any major project in on time and on budget. That giant rat hole known as ESA final cost was billions over budget.
Am guessing MTA and NYS is counting on Biden and Schumer to keep shoveling money to the state and local governments. That may happen with funds already budgeted, but don't expect current GOP controlled House to do NY any favors.

"GOP House" doesn't have to do anything. They already passed the infrastructure bill last year and that money needs to get spent. It will be available to NYC, and NYC has to decide if it wants a new tunnel from Jersey or if it wants two subway stops in Harlem
So basically, they are just reducing size and grandiose scale of these stations, but the line is still being built.
This 2nd Ave subway line just needs to be built and finished already.
After 100 years+ of planning and talking, stopping and starting, just do it already. There will always be naysayers and nimbys.

That pork laden infrastructure bill democrats pushed through is not an unlimited piggy-bank for NY alone to tap. As things stand there are a few other such projects in NYC alone that are eyeballing huge chunks of those federal funds such as Hudson River tunnel/NEC.
There will never be any Nimbys in East Harlem along Second Avenue, Republican naysayers perhaps in Congress because of the high costs.
I am still astonished that Phase One (to 96th ST.) was actually accomplished. Not walking to Lexington Ave. has been a godsend to me.

But bullet has to be bit, and get it constructed. The East Harlem residents need the subway--very badly.

Yeah, it is a God send to be built up to 96th. It definitely needs to be finished up to 125th.
To cross over into the Bronx would be HUGE--but that will take another 20 years.
