Right now, NY area hotels are very, very sketchy in that they are loaded with homeless vagrants and/or migrants. So I'd be very careful about where I send my 20 yr old kid if they can't get into one of the more popular hotels at JFK or in a safer part of Manhattan.

What I'd do is try the Adria or Best Western hotels on Northern blvd in Bayside, Queens. Bayside is one of the safest neighborhoods in NYC. Also, the hotels seem pretty decent (I drive them often at night) for one night at least. Not sure if there is an age restriction. Also both are located right near the Cross Island Expressway and takes you to JFK (about 30 minutes).

Virtually all hotels require some sort of ID upon check-in. In some countries or by local laws all guests at hotels must show ID (passport preferred).

As for rest of it things are a mixed bag. Hotels are given wide latiatude regarding minimum age for guests. Generally age range is between 18-21. Some hotels will take 18 year old persons as guests, others want 21 and older.
