I would believe this as a possibility if NYC was not filled with Activist DA's , Activist Prosecutors and Activist Judges. They are all on the same side and all using Tax money to give back to criminals

Settle as long as they deem it “cheaper” than fighting the case. In the long run, this strategy winds up costing a lot more than fighting every case because there’s no deterrence factor when suing the city. During the last decade, settlements have exploded. The city pays out about $1.5 billion in settlements and the NYPD is only quarter of that.

You make a good point about cities and companies settling because it's cheaper in the long run. But I don't know about your claim. They arrest hundreds, perhaps thousands, of people in NYC every day. That would be plenty of opportunity for people to make bogus claims that result in settlements. But not a chance most of those people are suing so that leaves us to look at the small number (in percentages) that do sue and the behavior of the officers in the cases that do settle.

Ignore him. It's not like $24K can do much beyond proving why it doesn't matter if you give money to certain people or not...they just make poor financial decisions in their quest for one more moment in the limelight.
