A cartel of car dealers, 32 in multiple states, have had their licenses revoked or suspended Regulators have hit those dealerships with more than $150,000 in enacted or proposed fines.
Next step? Hit these guys with criminal charges. Seize their vehicles and hold them for public auction. The customers buying these paper license plates are the ones speeding throughout the streets of NYC causing a public menace. This includes the Bronx dirt bike tricksters, the illegal immigrant app deliverymen, etc. most of who are undoubtedly uninsured and unlicensed drivers.
"Regulators have shut down some of those dealers previously, but the fines they imposed were often small compared to the vast profits to be made selling tags. One such example is F&J Auto Mall, a New Jersey dealership that issued 36,000 temp tags in 2021 before being shut down for temp tag fraud. Those 36,000 tags were worth millions of dollars on the black market, but New Jersey sent the dealership a letter saying its fine would be just $500.
That appears to have changed. The New Jersey Motor Vehicle Commission is now proposing much larger fines for dealers caught illegally issuing tags. One Jersey dealer, JD Auto Mall, is now facing a $31,000 penalty for just 16 temp tags that JD allegedly issued "without a bona fide sale," according to a letter the MVC sent the business in November. That penalty consists of multiple fines per illegal tag — a change from the small, one-off punishments imposed previously."
A lot of dealers are working online or out of state. Catching them won’t stop anything. NYPD will need an army of tow trucks ready to impound when they have congestion tolls in place.

I think you're missing a key takeaway with fake plates. It's not hard for the city to crack down on fake plates as they're easy enough to spot and any patrol car driving around long enough will come across a handful.
It's better now because the city cracked down about a year ago but they were turning a blind eye for a long time because the vast majority of the fake plate scam was used by city residents of ...um...a darker complexion. This is a fact. Go read articles and note the neighborhoods where the city cracked down. Then go research the demographics of said neighborhoods.
That's pretty much why the city is spiraling nowadays. The ills are mainly perpetuated by people (granted a small percentage) of a complexion who are deemed untouchable by the powers that be.

They will crack down on fake plates regardless of skin color. Just because they allowed fake plates to go on for awhile doesn't mean they won't go after the people later on. I’ve actually seen a rise in fake plates the last few months again. Same usual suspects . I definitely agree that it’s partially to escape tickets but it’s also because these people can’t afford the insurance rates. If I had to bet, most of these people would be hit with $5K+ insurance rates per year. The cars with fake plates are almost always luxury cars. It’s not a coincidence. You can take that $5K and put it towards payments on the car instead of paying insurance plus tickets.

The goal of the city is supposed to be to force people to take mass transit. But as we know that it's impossible often to shop and carry things when it's much easier to hop on a car. Bikes and scooters are too dangerous.
I know there's an uptick in NYPD booting cars and towing illegal cars, hope they come out in full force to reduce the amount of illegal cars on the road. Because the high insurance rates are also due to too many uninsured drivers too.
