My comment is these cars are illegal. They probably aren't registered at all or have no titles on them. So the ticketing them is useless. Other than NYPD stopping them and towing them, more of these cars will pop up because shelters are filled and Mayor Adams has no room left for existing and new arrivals.
Next week, we will get a blast of arctic air and let's see how long these migrants can stay around without shelter and if their cars aren't running people will freeze to death.
I've read that many charities are donating these cars - my question is do they have valid driver's licenses and insurance. NYers insurance rates will be going up due to accidents caused by the migrants who don't have insurance.

I don't know about insurance, but in many states illegal immigrants can get a valid driver's license, though some states will not recognize them (Florida comes to mind.) They don't even need to know English, as the DMV of many states will administer the driving test in Spanish (nevermind all driving signs are in English; sure every red octagon sign can be remembered without having to read what it says, but several signs have long enough sentences or words that you must read them to know what they say and they are only in English.)
It all comes down to whether New York is one of those states that do this.
I think most people get cars illegally through facebook or craigslist that are selling cars without titles or salvaged, it can be bought for a few thousands. A lot of illegals can make thousands if they live in shelters freely and do Doordash. The loophole is they are making tax free money but they don't have legal access to renting places so they can buy cars or RVs.
Then they are driving without any legit plates and no insurance.
Being undocumented is actually a very favorable position to be if you have relatives that can offer you shelter and you work completely off the books and not have to pay taxes.
America(Democrats) created all of these loopholes for the poor and undocumented.
