Its known as the 10% threshold.
Another thing most people don't know is that its not an average of your best 3 years. Its a formula used with your best 5 consecutive years to obtain your FAS (final average salary).

Is overtime considered anything more than your base salary (truck$ night diff, chart, sundays and so on)?

Yes sir,OT is anything more than 40 hrs a week. How many times a year does a sanman work on a Sunday besides night plow? less than 3?

it doesnt include truck $ and night diff tho does it?

Think how jealous the Tier 5 'ers are gonna be.....

Yeah the base salary is cut in half and EVERYTHING else is the overtime. The 10% "threshold" is not that bad because basically we are all flat lined as far as earning potential goes. In 2011 if you make $90,000 everything above $99,000 in 2012 will be excluded. You COULD see a jump like that but...it would depend. Also you would then be allowed $108,900 the following year. So outside some ol' kook in Bk10 taking all the overtime baskets, a few Man 5 guys, or the Ro-ro's most guys shouldn't be concerned....

I think you are mistaken on how you're explaining the 10% threshold.
If your base is 65000 you are saying anything more that 6500 is excluded.
That's not how it works.
The 10% threshold applies to your 5 year formula.

When they do the formula with your best 5 years, each years average cannot be greater than 10% of the prior average years.

varies too much...it depends on how many guys are in the garage. it depends on how many districts are in one garage (ex: brooklyn 17 and 18 share one garage so they share the sunday/holiday list. on the opposite end, some districts have multiple garages. bk15 has an annex garage and therefore require 2x the manpower for sundays and holidays.) also depends on what functions are available on a sunday or holiday. some guys will refuse to do baskets on such days and therefore they go on to the next name on the list. the list is ordered in seniority starting from the next name on list and can go to the top of the list if the bottom is reached. the most senior guy in the selection gets first pick on what shift he wants to work...some guys will refuse to work certain shifts.
