It's actually on the Eastern side of Dyker Heights. It's a safe, family-oriented neighborhood, but does not have the dining, shopping and nightlife amenities of Bay Ridge. If someone is selling this to you as "Bay Ridge", they are not being truthful.
As for the commute, I don't have personal experience commuting on the D Train, but it's a safe bet to assume at least a 45-50 minute ride to Midtown, which is the case almost everywhere in Southern Brooklyn below 65th St./King's Highway.
BTW - Bay Ridge is basically defined as South of 65th St. and West of the Gowanus Expy.
