No I'm not missing your point, what I'm saying is the people that would commute to Binghamton would not have an impact on crime. And obviously Binghamton is the main city of the Binghamton Metropolitan Area.
I'm not just talking about commuters though. I'm including others that might come from outside of the city that patronize it in some way. Same thing somewhat with JC and even Endicott and Vestal.

Exactly, It's the same thing with any somewhat urban or commercial area. Which makes it a moot point, to say a crime rate in a city center is any different from a crime rate in a suburb.

Not really, as cities deal with different issues, generally speaking, than suburbs. Think about it this way. Do you think just Binghamton residents get drugs from drug dealers or are where all of the "johns" for hookers live? Is it "just" Binghamton residents that get into bar fights at the bars within that city? Do you see what I'm getting at?
Also, the city's crime rate is pretty low for a city center considering that it is just above average and the rate on this website is for places ranging from NYC to any podunk town USA. It also seems to be very avoidable, as much of it is not random and is lifestyle based.

I just want to clarify, I don't think Binghamton has a very high crime rate-But I do think it is higher than it should be for a city of 47,000. And the trend that it has risen 58% since 2004 is alarming.

I understand, but that's why I applaud the law enforcement for being more pro active, as gentrification in NYC has indirectly forced people of lower incomes to cities in Upstate NY or the South. With that, you take some of the bad with the good.
Also, population decline earlier in the decade effects the crime rate, as the less people, the higher the rate will be. This is the case even if the crime has been relatively consistent, which it seems to have been lately.
Thinking of retiring in Binghamton due to a "Best Places in America to Retire" magazine article I read recently.

Don't be scared, as it is one of the safest metros in the country. Outside of a few small areas in Binghamton and one each in Johnson City and Endicott, the rest of the area is very safe.
Most people in Broome county haven't been in the city of Binghamton in years except to drive across it or visit one of the better neighborhoods. You'd generally only go there if you needed to go to a govt office. Most people live in very nice small towns and suburbs and shop at the usual strip malls, just like the rest of the country. People who get off the highway and drive around downtown and then judge the area by the city of Binghamton are idiots. It's basically been abandoned.

Pretty much the case, except Binghamton's population actually held steady this decade. So, maybe there could be some investment in the city of Binghamton.
